Abbreviations
MC = Total Manday Capability of Direct Labor Personnel (projects + training)
DL = Number of Direct Labor Personnel Assigned
WD = Number of Available Workdays in the Deployment
ME = Manday Equivalent (converts typical workdays to 8 hour mandays)
AF = Availability Factor
Manday Capability
In order to calculate the construction activity duration's, you must first understand the Manday Capability Equation.
The equation used to determine the direct labor manday capability at the mainbody site and each detail site is as follows.
Manday Capability (MC)- the total number of mandays that a NMCB, DET, DFT, etc. is able to produce within a specified period of time.
Direct Labor personnel are those whose efforts contribute to project work-in-place (WIP).
Indirect labor personnel provide project support and include mechanics, expeditors, EA’s (except when surveying), MLO / CTR, Staffs and the Ops / QC staff.
Overhead labor personnel provide battalion support such as disbursing, galley ops, personnel, admin and supply.
Workdays
Workdays (WD) - The number of available workdays is the total number of calendar days minus all off days.
Off days may include: Sundays; half of the Saturdays; all holidays; battalion turnover (up to 10 days for mainbody); one day for mid-deployment party; and one day for the change of command.
Manday Equivalent (ME) - is the actual manhours worked “swinging hammers” on the job site during a workday. It is the length of the workday, minus lunch, minus breaks minus ravel time to and from the job site (including lunch), divided by 8 (the number of hours in a manday).
Availability Factor (AF)- Takes into account that Seabees assigned as direct labor are not available 100% of the time.
About 20% of the direct labor personnel’s time is lost to : leave, liberty, inspections, quarters, medical, dental, haircuts, military drills, battalion indoc, watches, collateral duties, etc.
Availability Factors for planning purposes are provided by higher headquarters.
They vary between .60 and .90 depending on the deployment site.
The typical percentages are .75 for mainbody sites and .85 for detail sites.
The typical percentage for contingency construction is .90.

How many Mandays of construction can a det with 60 direct labor personnel do in a deployment with 150 workdays, an availability factor of .80 and a manday equivalent of 1.125?

MC = 60 x 150 x 1.125 x .80
MC = 8,100

How many Direct Labor personnel would be required for a detail tasked to do 4,000 mandays in a deployment with 150 workdays?
Use 1.125 as the manday equivalent and .90 for the availability factor.

DL = 4,000 / (150 x 1.125 x .90)
DL = 4,000 / 151.875
DL = 4,000 / 151.875 = 26.337 or 27

Situation: Dayton peach accord requires deployment to NATO forces to Bosnia to which the United States has committed 5,000. Permanent and temporary campsites are required to house U.S. Forces.
Mission: Construct campsite to house JTF forces. Construct one (1) 750 man tent camp. Provide for repair of runway for C-130 aircraft. Convoy security will be provided by JTF as requested.
Execution: Be prepared to deploy with in 5 days, advise ALCON when available for airlift. Provide specific airlift/sealift requirements to 2NCB within 48 hours. Identify Class IV materials required for camp construction within 72 hours. Upon completion of tasking, redeploy to originating site (approx. 60 days).
Administration: Operate own self-sufficient camp. Resupply requests through JTF. CESE support through own command, require anticipated schedule for airlift within fire days of arrival.

Advise ADCON on arrival
Revise schedule for construction and submit weekly sitrep.
